As of 25 May 2018, REGULATION (EU) 2016/679 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation) (hereinafter - the Regulation) shall apply uniformly throughout the European Union.

Definitions used in the Regulation: 

Personal data shall mean any information relating to an identified or identifiable natural person (“data subject”). A natural person can be identified, directly or indirectly (for example, by name, surname, identification number, location data, online identifier or one or more factors specific to that natural person, such as physical, physiological, genetic, mental, economic, cultural or social identity).

Special categories or sensitive personal data are personal data that indicate a person's race, ethnicity, religious, philosophical and political beliefs, trade union membership, as well as information about a person's health, genetic data, sex life or sexual orientation. Special categories or sensitive personal data also include biometric data for the purpose of unique identification of a natural person. The Regulation separately highlights the category of data subject to special rules.

Processing of personal data shall mean any operation or set of operations which is performed on personal data or sets of personal data, whether or not by automated means. Processing of personal data shall mean any operation performed on personal data, including collection, recording, input, storage, organisation, alteration, use, transmission, disclosure, restriction, erasure or destruction.

Laws and regulations applicable in the Republic of Latvia regulating activities with data of natural persons:

RSU staff shall respect the privacy rights of individuals (especially patients) in their activities. RSU staff shall not disclose information of a confidential nature as part of their activities. RSU staff shall not disclose to third parties any personal data obtained by them as part of their activities, except as required by laws and regulations.

We hereby inform you that, by RSU Rector's Decree No. 1-PB-2/777/2024, dated 4 November 2024, the "Rules and Regulations for the Use of Information Technology Tools to Support the Study Process," Version 2 (the "Rules and Regulations"), have been approved, and a unified procedure for the use of IT tools at RSU has been introduced.

The Rules and Regulations:

  • Rules and Regulations for the Use of Information Technology Tools to Ensure the Study Process (hereinafter – the Rules and Regulations) specify the procedure for the safe use of IT tools by RSU students, lecturers and other academic staff;
  • All users of the IT tools that ensure the study process are bound by these Rules.

We hereby inform you that the RSU Rector's Decree No. 1-PB-2/778/2024, dated 4 November 2024, approves the "Terms of Use of the E-Studies System." These rules outline the users, access procedures, usage protocols, and responsibilities for the information systems used at RSU (e.g., Turnitin, Slido, Panopto; hereinafter referred to as the "System").

Before starting to work with the System, the user of the System is obliged to read and follow the Terms of Use of the E-Studies System, as well as other terms of use of information systems and information technology tools.

I hereby confirm that I have read the information on IT tools, that I have understood and agree to comply with the requirements set out in the aforementioned rules and regulations regarding the processing of personal data (particularly patient data), and that I will stay informed about the information and developments concerning personal data protection provided by RSU and medical institutions.
